You should probably find the make and model of your GPU and google search 'how to change/cap my GPU's frames per second'. Skyrim requires 60 frames per second, not 60 hertz. Lowering the hertz will not lower your frames per second. You can have more Hertz than Frames per second. Hertz is the refresh rate of your monitor.
